The Chief Data Officer (CDO) reports to the Commonwealth Chief Information Officer (CIO) and supports the administration’s efforts at transforming service delivery by creating value from data. The CDO will seek to eliminate inefficiencies by enabling a digital government experience through enterprise wide governance and utilization of information as an asset via data modeling, data analysis, data quality, and data sharing. The CDO will continue to lead, manage, and expand upon the established open data program within the Commonwealth, while establishing a further data strategy for internal data management that drives data driven decision making.
The CDO will have frequent interaction with senior business and information technology (IT) executives in the Governor’s Office and agencies under the Governor’s authority. The CDO is a seasoned expert and handles sensitive, political, or visible issues with appropriate care. The CDO has extensive master data management, data policy, and data inventory experience with setting and driving enterprise direction.
The CDO assists the various Commonwealth IT entities and others to continuously improve data strategy. The CDO drives the execution of the data modernization strategy to achieve the objectives identified by current leadership stakeholders and utilizes data science and data analytics practices.
The CDO has broad oversight in establishing, enforcing, and continuously improving enterprise policy regarding data offerings in the Commonwealth.
